Why India?
- In 2007, U.S. exports to India surged 74% and reached $17.6 billion
- WV exports to India have increased 37% in 2008
- The Indian oil and gas industry have traditionally been more open to imports than other segments of the economy. The market for pipelines and gas-field equipment is $350 million.
- India’s power sector is expected to grow 12% annually, with coal-based power plants as its backbone
- Coal India Limited, India’s largest mining company, is renewing its emphasis on underground mining and the mine safety equipment market is poised for rapid growth
- India produces 89 minerals: 4 fuel, 11 metallic, 52 non-metallic and 22 minor minerals. The market for mining and mineral processing equipment is $2.4 billion
- Indian students make up the largest group of international students studying in the U.S. Seeking higher education in the U.S. is becoming even more significant at this exciting stage of India’s economic development.

Export Manager Course
West Virginia University, in conjunction with the West Virginia Export Council, the United States Department of Commerce, and the WVU Center for Chinese Business has recently introduced a new course in Export Management, in which students and company representatives are teamed to develop an Export Marketing Plan targeted to the specific needs of the participating company.
This program is designed to promote exporting in West Virginia, by helping participants to assess their export readiness skills, as well as by guiding them through every aspect of exporting. A panel of guest speakers from different areas (such as US Department of Commerce, US Small Business Administration, West Virginia Development Office, freight forwarders, financial institutions, law firms, travel agencies etc.) will lecture on the different steps of exporting. In addition, there will be several opportunities to hear practical, real life advice from West Virginia companies actively exporting. An Export Manager Certificate will be conferred to each participant at the end of the program.
The classes are offered on a five-weekend schedule over a twelve week period. Meeting times for the five weekends are: Friday evenings from 7:00 p.m.-9:00 p.m. and Saturdays from 9:00 a.m.-4:00 p.m. The following is an outline of the program and tentative dates.
This class will be in Morgantown in the College of Business and Economics at West Virginia University.
Cost: $200 per company representative for class material.

The U.S. Small Business Administration (SBA) is offering two free workshops on getting federal government contracts through the General Service Administration (GSA) schedule. The GSA Schedule is a fast way for government buyers to purchase small business products or services. The federal government spent $430 billion dollars during its last fiscal year. Of that amount, a substantial percentage was spent using the General Service Administration’s Federal Supply Schedules.
“The GSA establishes long-term government contracts with businesses, giving our small businesses an opportunity to provide one of the over 11 million commercial supplies and services the federal government purchases each year,” said Judy McCauley, District Director of the SBA’s West Virginia District Office. “The government also uses many commercial and business-friendly practices including buying off-the-shelf and paying by credit card. Generally, payments are received within 30 days of invoicing.”
Small businesses, after receiving their GSA contract, may market their contracts throughout the federal government. For businesses, the cost of proposal preparation is reduced. “It’s a great way to do business with the government,” McCauley stated. “The simple fact is becoming a GSA schedule contractor increases your ability to get other federal contracts.” McCauley is excited WV small businesses will get to see GSA experts Helena Koch and Dan McAneney explain the process. “These people are the GSA pros. We are fortunate to have them come to West Virginia,” said McCauley.

Learn about export licensing in this three-day Bureau of Industry and Security (BIS) conference. Topics covered will include an overview of the Export Administration Regulations (EAR), determining your ECCN, applying for an export license and a description of an Export Compliance Management Program. In addition, since BIS published a new rule in October 2008 on encryption controls, the third day of the conference covers encryption software. Speakers will cover license exception provisions for source code, applicability of exception provisions for U.S. subsidiaries and incorporating foreign components. All instructors are experienced export policy specialists, licensing officers, engineers and enforcement personnel from BIS and the Office of Foreign Assets Control.

As you may be aware, Michael Boyles has served for two years under contract with the U.S. Commercial Service to assist exporters in northern West Virginia. Michael will complete his contract with us on December 31st and will be pursuing new career opportunities. Michael has been a great asset to our agency and will be missed.
Also, I am pleased to announce that Diego Gattesco has been hired as the International Trade Specialist for the Wheeling Export Assistance Center. Diego is a native of Córdoba, Argentina, where he obtained a degree in public accounting (equivalent to a CPA in the U.S.) with an emphasis in international business. He has experience in both public and private sector institutions, particularly with small-to-medium size businesses. He graduated from Wheeling Jesuit University’s MBA Leadership Program and has served the University in various capacities.
Diego has a thorough knowledge of the state and an excellent background for this position. With more than three years of experience with the WV High Technology Consortium Foundation, Diego managed a regional business assistance program, and provided support, training, mentoring and leadership to companies in order to penetrate international markets. He is also fluent in English and Spanish, and has a working knowledge of Italian.
Today, he resides in Wheeling, W.Va., with his wife Jeana and two sons, Joshua and Matteo.
Diego and I look forward to continuing to work with you in further developing international trade opportunities for West Virginia.
